Many reports are released to depict AI technologies' state of the art, discuss its governance and promote ethical principles. Most of the reports and indexes are then used by policymakers worldwide as a starting point to develop policies in their countries. However, reports tend to be heavily biased towards the Global North, ignoring the nuances in principles and governance or the developments in the Global South. This project aims to explore this gap and show how reports and indexes are not only biased but that this bias can harm emerging countries when they're not used critically by policymakers.
